Gambling can take place in Louisiana due to the Louisiana gambling laws. These laws are a comprehensive set of codified laws that have established the framework for gambling in the state. The gambling laws in Louisiana are a double-edged sword. The state is home to many forms of legal gambling; however, all of these activities are limited to land-based versions. Louisiana statute § 14:90.3 clearly prohibits all forms of online gambling. A recent vote has allowed daily fantasy sports operators access to the state. In-person and online racing betting are legal under Louisiana law. The Louisiana Racing Commission oversees racetracks, off-track betting facilities and the conduct of parimutuel wagering within the state.

ON Monday, May 11, 2020, the Governor John Bel Edwards announced that gaming in Louisiana would be allowed to re-open MONDAY, May 18, 2020 at 25 percent occupancy and with public health precautions. This includes ALL gaming – Casinos, Video Poker, and Charitable Gaming.

Charitable Gaming operations will be allowed to re-open with the approval of plans by La Department of Revenue, Office of Charitable Gaming.

On June 16, 2020, Governor Edwards announced that gaming in Louisiana would move to Phase 2 and allow to re-open at 50 percent occupancy and with public health precautions – In addition, this proclamation states Every individual in Louisiana shall wear a face covering over the nose and mouth when inside a commercial establishment . . .'.

On November 25, 2020, Governor Edwards announced that gaming in Louisiana would move to Phase 2 with modifications.

Louisiana Gambling Age

• Approval of plans to re-open from the Office of Charitable Gaming, Louisiana Department of Revenue
• Temperature checks are required for all patrons and workers
• Patrons and workers are required to wear a mask over the nose and mouth when inside the establishment
• Six-foot distancing is required for all individuals inside the establishment
• Sanitization and cleaning protocols are still in effect
• Only 50% of the Electronic Video Bingo devices are allowed to be operating
  • All utilized gaming devices are spaced at least six (6) feet apart with no two (2) adjoining gaming devices in use at the same time even with use of Plexiglas barriers between gaming devices
• Close for a minimum period of time after each gaming session to conduct or perform deep cleaning services to all areas in the Licensed Location, including but not limited to, tables, chairs, Plexiglas barriers, handheld devices, gaming machines and devices, and restrooms.
• EVB Licensed Locations shall close for 30 minutes; and, Other Licensed Locations shall close for one (1) hour.
• Wipe down all gaming devices after each patron’s use.
• Service and sales of alcoholic beverages for on-premises consumption shall only occur between the hours of 8 a.m. and 11 p.m.
